Gwent SCCC Hospital


After a hiatus of nearly four years, the Gwent Specialist and Critical Care Centre (SCCC) at Llanfrechfa Grange, with the help of AVR verified photomontages from Preconstruct, has now been granted outline planning permission by Blaenau Gwent Borough Council for its redevelopment.

Proposals for the site of the former Llanfrechfa Grange Hospital, near Cwmbran, will enable specialist and emergency care to be separated from more routine hospital services.

The SCCC will have more than 400 beds, including high intensity coronary, critical care and stroke beds, more than 200 adult inpatient beds for complex surgery, with intensive care and high dependency back-up, more than 40 neo-natal cots, a 50-plus bedded maternity unit, and a paediatric unit, again with more than 50 beds.

The Health Board is now updating the SCCC Outline Business Case which includes the option of a new build on the site. A consultation period for the South Wales Programme begins now, with hope for OBC approval towards the end of 2013.


Having assisted in earlier planning and visual impact studies, we were commissioned to produce updated verified visualisations to communicate the parameters of the outline proposal.

Visual impact on a beautiful, open site has been a key component of planning consultation, with extensive studies being carried out in assessing both visual and environmental impact, with sensitivity over issues of access and transport also featuring high on the list of considerations.

We used a hybrid approach, blending AVR levels 0 and 1 to show both illustrative and maximum parameters, an approach that we felt would better communicate the building parameters and ensure clearer assessment and swifter decision.

Further visualisations were commissioned using the platform created by production of the AVR verified views to efficiently communicate the evolving design.
